How much does GPSR compliance cost?

The General Product Safety Regulation (EU) 2023/988 covers every consumer product without its own CE directive — décor, accessories, household items and most non-harmonised goods. There is no GPSR fee; the cost is a risk assessment plus proportionate test evidence. Here is what that runs.

GPSR is the catch-all — and it needs evidence

The General Product Safety Regulation (EU) 2023/988 has applied since 13 December 2024 to any consumer product that has no sector-specific safety law. There is no GPSR "certificate" and no fee: you keep a documented risk assessment and a technical file, backed by test evidence proportionate to the product. The cost is that evidence plus the assessment work — not a payment to anyone.

What the proportionate test evidence costs

GPSR has no fixed test list — you test in proportion to the risk. These accredited packages are the usual building blocks; pick what fits or estimate in the calculator.

What you actually need

  • +A documented risk assessment and technical file — kept for 10 years.
  • +Proportionate test evidence — mechanical, chemical, flammability or electrical, depending on the product.
  • +An EU responsible person for sellers based outside the EU.
  • +Traceability — manufacturer and product identifiers on the item.

For many non-harmonised products — home accessories, decorative items, simple goods — this is the first time laboratory data is effectively required for market access.

What changes the price

The variable cost is the testing, and it scales the same way as any accredited test:

  • +How many materials and colours — each is usually a separate determination.
  • +Which hazards apply — a child-appealing item or one with coatings needs chemical screening; a textile needs flammability.
  • +How specialised the method is, and how fast you need it.

GPSR or a CE directive — which applies?

If your product has its own EU directive — toys, electronics, PPE, machinery — that law applies and you CE-mark accordingly. GPSR is the safety net for everything else: products with no specific harmonised legislation. Many products only ever fall under GPSR, and that is exactly where buyers struggle to find a cost — so this page prices it.

How much does GPSR compliance cost?

Is there a GPSR certificate?
No. GPSR is not a certification scheme — there is no certificate and no notified body. You keep a documented risk assessment and technical file, backed by test evidence, for ten years.
Do I need laboratory testing for GPSR?
Usually yes, in proportion to the risk. A defensible risk assessment relies on test evidence — chemical, mechanical, flammability or electrical as relevant. For many non-harmonised products this is the first time lab data is required.
Does GPSR replace CE marking?
No. If your product has its own CE directive (toys, electronics, PPE…), that applies. GPSR covers consumer products that have no sector-specific law — it fills the gap, it does not override CE rules.
